Agentic AI HR tools in 2026: who actually finishes the work.

Not another generic top-ten. Who finishes the mission, who still chats, and what you still confirm.

Buyers are tired of “AI agent” chatbots. The box talks. The ticket still sits. The review still slips. The contract still waits for someone to read it. This page is for that fatigue. It is a field guide to agentic AI HR tools in 2026, judged by whether they finish multi-step work and show the audit trail, not by who shouts “agent” loudest. It is not a scored ranking, and it is not a generic top-ten.

If you want the wider map of names that show up in the category, use best AI HR agents in 2026. That page is who buyers actually meet. This page is who still has work on the table after the chat. The distinction under both is the same one we unpack in agentic HR vs chatbot: suggest versus read, act, and continue.

The five names below appear in no particular order. We only quote claims on each vendor’s public site or newsroom, plus Sprad’s public 2026 post on agentic HR software (which we treat as a vendor essay, not as a score we adopt). Kumo claims are limited to /intelligence, /agentic-hr-employee, /platform, and /llms.txt. If a cell is not on those pages, it is “not published.”

How to tell finish from chat

Sprad’s 9 April 2026 post, “Agentic HR Software: What It Means, Why It Matters, and Who’s Actually Delivering in 2026,” puts the distinction in one line: chatbots answer, agents act. It describes agentic HR software as a layer of AI coworkers that plan and complete workflows across HRIS, ATS, CRM, and collaboration tools, and it asks buyers to look for a log of every action. We agree with the test. We do not adopt Sprad’s vendor ranking, and we do not treat Atlas as the only product that can pass the test.

  • Does it loop on live results. One-shot answers are chat. A mission that looks at what the last tool returned, then decides the next step, is closer to work.
  • Does it wait on sensitive steps. Payroll, offers, access, and policy changes need a confirm. A tool that cannot pause is not ready for people work.
  • Can you read the trail. If you cannot see what it did, you bought a story, not an employee.

Workday agent layer

Workday’s public newsroom describes Illuminate as the next generation of Workday AI, with purpose-built agents for HR and Finance managed through a Workday Agent System of Record. A 19 May 2025 release lists agents including a Recruiting Agent, Talent Mobility Agent, Payroll Agent, and Self-Service Agent. Workday’s HR Service Agent page says that agent handles daily inquiries and case resolution inside Workday. Workday also presents Sana as the agentic experience across Workday, after acquiring Sana.

That is an in-suite agent layer. It finishes work that already lives in Workday processes. It is not a People OS you buy instead of Workday. What you still do: own the Workday estate, decide which agents to switch on, and stay inside Workday’s permissions and credit model. If you do not run Workday, this layer is not your product.

SAP SuccessFactors Joule

SAP’s 2026 Sapphire news (13 May 2026 on news.sap.com) describes a “new era of Autonomous HCM.” Joule is the AI engagement layer. A new generation of Joule Assistants “orchestrat[e] agents to execute work end-to-end and support decisions in real-time.” Named assistants in that release and in follow-on coverage include Payroll, Recruiting, Onboarding, Learning, Performance and Goals, and an HR Service Assistant. SAP learning content describes Joule Agents as able to plan multi-step workflows and engage users to review and approve significant actions.

That is an in-suite orchestration story for organisations already on SuccessFactors. It is a serious enterprise motion. It is not a claim that Joule is an agentic HR employee on a People OS you buy instead of SAP. Public list pricing: not published as a simple seat price on the pages we read.

What you still do: run SuccessFactors, configure Joule and role-based permissions, and approve the significant actions the assistants bring back. If you do not run SAP HCM, this is not your shortlist.

Kumo HR Agent 2.0

Kumo is a People OS. Kumo HR Agent 2.0 is the agentic HR employee: the world’s first Agentic HR Employee. The value line is the product: it reads, it sees, it keeps going. On /intelligence the loop is explicit. Give it a goal. Gloat

Gloat’s public site (gloat.com) calls the product an Agentic HR platform: pre-built, enterprise-ready workforce agents that go live on your existing HCM. The homepage lists transactional agents (PTO, W-4-style questions), workflow agents (reviews, onboarding, compensation adjustments), and strategic agents (succession, capacity, skill gaps). A 31 March 2026 Business Wire release says the platform sits on top of existing HR systems and acts in the flow of work. A 27 April 2026 newsroom post says those capabilities are available inside Microsoft 365 Copilot and Teams.

Gloat created the internal talent marketplace category and still leads with workforce context (Loomra, the Workforce Context Engine). That is a talent and mobility job: redeploy, reskill, succeed. What you still do: keep the HCM you already run, decide which talent agents to deploy, and treat Gloat as a layer on that estate. If you do not have an enterprise HCM and a talent-marketplace problem, this is a different shortlist.

Atlas by Sprad

Sprad’s public Atlas pages position Atlas as an AI agent for HR and managers that docks onto the stack you already run (HRIS, ATS, Slack or Teams, calendar). The Atlas page says it reads across those tools, drafts work, chases loose ends, and runs routines, with mandatory review of writes before they go back into your systems. Sprad markets 1,000+ connectors and a people data graph. The 9 April 2026 blog post calls Atlas Cowork “one AI for your entire HR stack” and is explicit that it is vendor-neutral, not a rip-and-replace People OS.

That is an integration-first coworker. The honest fit is a team that wants to keep Workday, Personio, Greenhouse, or similar, and add an orchestration layer with an approval gate. Public list pricing on Sprad’s automate page describes a one-time setup (from €750 on that page) then usage-based AI token cost, not a per-employee HRIS seat. We quote that as Sprad’s published model, not as a comparison score against Kumo’s $7 platform price, because the products are not the same SKU.

What you still do: own the underlying HRIS and ATS, connect them, review writes, and accept that Atlas is a layer, not the system of record. If you want the OS and the employee in one product, that is a different architecture.

How a buyer should use this

If you already run Workday or SAP and you want agents that stay there, start with Illuminate or Joule. If the job is internal talent mobility on an enterprise HCM, Gloat is the name that shows up. If you want to keep a mixed stack and add a coworker with an approval gate, Atlas is the integration-first motion.

If you want a People OS whose colleague reads the document, acts on live tool results, waits on confirm gates, and files the trail, that is Kumo.
