The usual 2026 stack is two systems pretending to be one. An employer of record hires the person in a country where you have no entity. A separate HRIS holds the record, the leave, the review, and the org chart. Payroll is a third export. The buying question is when one system beats stitching two. This page is a field guide to that question. It is not a scored ranking, and it does not crown an EOR trophy.
The six names below appear in no particular order. We only quote claims on each vendor’s public site. We skip customer counts and trophy homepage badges. Kumo claims are limited to /global, /pricing, /platform, and /agentic-hr-employee. Country coverage for Kumo is stated only as 180+ countries. We do not claim Kumo beats Deel, or anyone else, on owned-entity count. We do not publish an owned-entity count.
The stitch versus the system
Stitching is rational when the HRIS is already a five-year decision and you need employment in two or three countries next quarter. You buy a specialist EOR, you sync a few fields, and you accept that leave balances and reviews will live in two places for a while.
One system is rational when the people record, the pay run, the leave calendar, and the agent who works them should share a log. That is a People OS decision, not an EOR bake-off. If you also want devices and spend on the same record, the compound workforce OS (Rippling) is the other one-system motion. Dedicated comparison: Kumo vs Rippling.
Deel
Deel’s public homepage calls the product “the global people platform.” Listed products include Deel Payroll, Deel HR (“one HR system for every worker”), Deel IT, Deel Benefits, Deel Hire, and Deel Mobility. The same page states 150+ countries and 150+ currencies. We quote those figures as Deel’s. We skip Deel’s published customer and payment-volume counts. We do not invent an owned-entity number, and we do not run a contest against it.
Deel is the name that shows up when the first problem is hiring and paying people in countries where you have no entity, then growing an HRIS around that. Public list pricing for the full stack is not published as a single seat price on deel.com. People Managing People lists a Deel HR figure from $5 per employee per month. We treat that as a third-party listing, not as Deel’s official global EOR price.
When to pick Deel: EOR-first, contractor-heavy, or already standardised on Deel HR. You are buying global employment infrastructure that grew a people platform, not an agent colleague.
Papaya Global
Papaya Global’s public homepage (papayaglobal.com) is a workforce payments and EOR story for enterprises: “every worker, every country, every payment,” with Workforce OS, Contingent OS, and OnePay. The page states coverage across 180+ countries and positions AI agents plus human experts on payroll, classification, and filings. It also publishes a liability model (Papaya says it owns compliance liability on those cycles). We quote the coverage claim as Papaya’s. We skip processed-volume and customer-count figures.
Public EOR list pricing is not a simple seat number on the homepage (the page offers “see prices”). We do not invent one.
When to pick Papaya: enterprise payroll consolidation, many employment models, and a finance-grade payments story. You are buying a workforce payments OS, not a People OS with an HR agent colleague.
Rippling
Rippling’s public site is a workforce OS: HR, IT, Finance, and Payroll on one employee record. Global payroll and EOR sit inside that compound platform, next to devices and spend. The more of the suite you run, the more Rippling AI can see and stage for confirm. Public list pricing for Rippling EOR is not published as a simple seat price on the pages we read.
That is a one-system motion if the system you want includes IT. It is the wrong motion if you do not want to buy identity and devices in order to employ someone in another country. Dedicated comparison: Kumo vs Rippling.
When to pick Rippling: you want HR, IT, and pay on one record, and EOR is a module, not the whole product. You are not buying an agentic HR employee.
Kumo HR
Kumo is not a pure EOR. Say that first, because the honest trade-off depends on it. Kumo is a People OS plus Kumo HR Agent 2.0, the world’s first Agentic HR Employee. The colleague reads CVs, contracts (first-pass HR checklist, not legal certification), and policies, loops on live tool results, waits on confirm gates, and files a full audit trail. The same platform runs leave, payroll, hiring, performance, onboarding, expenses, and policies.
Global coverage is stated only as Global HR and EOR in 180+ countries on /global: localised contracts, taxes, benefits, and regulation tracked for you. Pay and Expenses on /platform repeats 180+ countries via native engines or trusted partners. We do not claim an owned-entity lead over Deel or G-P. We do not publish an owned-entity count.
Public list pricing for the platform and agent is on /pricing: from $7 per employee per month, plus prepaid AI credits. One platform. We do not invent a second EOR price list on this page.
The trade-off in one line: one People OS with an agent, plus global payroll and compliance in 180+ countries, versus best-of-breed EOR plus a separate HRIS. If you need a specialist EOR with a published owned-entity story and no desire to change the system of work, pick the specialist. If you want the colleague and the record in one product, pick Kumo.
When to pick Kumo: multi-entity teams that want the operating system and the employee together, with missions and confirm gates, and global coverage stated as 180+ countries. Not a $200k HCM programme. Not a pure EOR bake-off. Related field guide: best global HRIS platforms in 2026.
OysterHR
Oyster’s public homepage (oysterhr.com) is an employer of record: hire, pay, and care in 180+ countries without setting up local offices, with compliant onboarding framed as fast as 48 hours in those countries. Oyster publishes itself as a certified B Corp and as “the most human EOR,” with one point of contact and in-house HR experts. Public list pricing on that page: Employer of Record at USD 699 per employee per month, global contractors at USD 29 per contractor per month. We quote those as Oyster’s published figures.
Oyster is a specialist EOR with a people-care posture. It is not a People OS, and it is not an agent colleague that runs your leave audit and payroll confirm. Integrations are described as connecting to the HRIS, ATS, and accounting systems you already have: the stitch, by design.
When to pick Oyster: you want a dedicated EOR with published list prices and you will keep a separate HRIS. Mid-market teams that do not want to replace the system of record.
Globalization Partners (G-P)
G-P’s public homepage (g-p.com) is a global employment platform: G-P Employer of Record in 180+ countries, G-P Gia (described as agentic AI for global HR compliance), and G-P Contractor. The EOR product is “build global teams, without new legal entities,” covering local payroll and labour laws in 180+ countries. Gia is positioned as compliance intelligence (documents, contracts, offer letters) with expert-vetted guidance. We quote the 180+ country figure as G-P’s. We skip trophy EOR homepage badges and customer-count claims.
Public EOR list pricing is not published as a simple seat price on g-p.com (the motion is sales-led). G-P also publishes integrations with existing HCM and payroll tools: again, often the stitch.
When to pick G-P: enterprise EOR and compliance guidance, especially if legal wants a specialist employment platform next to Workday, SAP, or similar. Gia is a compliance agent on that platform, not a People OS colleague who runs your HR missions.
Comparison at a glance
Every cell is a public-page paraphrase or “not published.” This is not a scorecard. Platforms appear in no particular order.
| Platform type | Fit | When to pick |
|---|---|---|
| Deel (global people platform / EOR + HRIS) | Distributed hiring and pay. Deel publishes 150+ countries. | EOR-first teams that want HR to grow on the same vendor. |
| Papaya Global (workforce payments / EOR) | Enterprise payroll and payments. Papaya publishes 180+ countries. | Consolidate pay and liability. Keep or stitch an HRIS. |
| Rippling (workforce OS + EOR module) | HR, IT, finance, and pay on one record | You want devices and spend in the same system as EOR. |
| Kumo HR (People OS + agent, not a pure EOR) | One system of work plus Agent 2.0. Coverage stated as 180+ countries. | You want the colleague and the record together, not a specialist EOR bake-off. |
| OysterHR (specialist EOR) | Hire and pay in 180+ countries. Published EOR list price USD 699 / employee / month. | Keep your HRIS. Buy a dedicated EOR with public list pricing. |
| Globalization Partners (EOR + Gia) | Enterprise EOR. G-P publishes 180+ countries. Gia is compliance AI. | Specialist employment next to an existing HCM. Quote-led. |
How a buyer should use this
If the only job is employing ten people in countries where you have no entity, and the HRIS is staying, pick a specialist EOR (Deel, Oyster, G-P, or Papaya, depending on enterprise versus mid-market and whether payments or care is the posture). If the job is HR plus IT plus pay on one record, Rippling is the compound motion. If the job is one People OS whose colleague reads, acts, and keeps going, with global coverage stated as 180+ countries, that is Kumo.
Book a demo, or read /global, /pricing, and /platform. For the wider HRIS field, including BambooHR, Gusto, ADP, and UKG, use best global HRIS platforms in 2026.
What we skipped. Owned-entity scorecards. Invented Kumo country counts beyond 180+. Vendor trophy badges. Customer counts. A claim that Kumo is a pure EOR, or that it beats Deel on entities it does not publish.
